I think that the related to school plan works. Although, shops are not related to the school. Just things related to the houses (like quidditch) or related to classes/the overall "school" experiance.

Ok. so deatheaters at the moment are only aloud to do things which are not associated with the school but you might think about doing that later.

Ana, you know me. I read anything I can get my hands on. OF COURSE I'VE READ BOOK 6. However, you made it sound like there was a person using the name Draco who was an exception. WHAT HAPPENS IN THE BOOKS DOES NOT INFLUENCE HOW WE RUN THIS SITE!

that doesn't mean that this site is completely unrelated to the books. classes, clubs, quidditch, the trophy room, and many other things come from the books, and usually death eaters aren't hogwarts members in the books, so dracao is an exception in the books.

OK, policy wording.This will go under article 1: sec. 2:3. You may choose to join as a regular member or as a death eater. Death eaters will have their own meeting places and boards. They may also take part in everything else, unless it is directly related to classes, houses, or the school.
