I think that inactive members should DEFFINATALLY be penaized. They are, while inactive, still members, and the point of the new rule is to "protect" members from these emails. So, basically if someone is using an email they got from HWH in order to get more lucky or send more chains, etc. that is wrong. Personal relationships are different. I agree with Nora's example. But, no emailing some random person from HWH, or even someone you chat with on the boards a lot, because that is abuse of the email funcition.

therefore include in the policy that if you chat with a person a lot, ask them about chains if you don't wanna lose a lot of points.

I don't think that's necessary to put in the policy. Just say that you may not send someone chain letters unless you are specifically granted permission.
One more issue: should you be fined by everyone who reports you, or just once for that particular letter?

-your name + email -person's name + email -content of letter

If you know what house that person is in, you should include it. If not, one of us will do it. Also, people should be able to email it to Ana, me, or ldragontongue.

Therefor i have a page of staff members(the staff page ldragontongue runs)and the positions page with all the hwh positions. that can be included in the policy.

You don't need to state in the policy that the contact emails are at such and such a place. It is enough to state "you may contact Ana, Arianhrod, and Ldragontongue."
